About the Board

A regional commission where 2 members are appointed by, and represent, each of the participating governing bodies. The Colonial Juvenile Services Commission (CJSC) provides oversight of a variety of juvenile justice alternative community-based programs including Crossroads Community Youth Home in Williamsburg, Community Supervision - Electronic Monitoring, Project Insight - Community Service Work, and Psychological and Substance Abuse Services throughout the region.

The Virginia Juvenile Community Crime Control Act (VJCCCA) has been a major funding source for these programs as well as grant contributions while local funding is shared according to a predetermined population-based formula. James City County receives services for at-risk delinquent and troubled youth as a member of York County’s VJCCCA Combined Plan. York County's Juvenile Services Division is the managing jurisdiction and fiscal administrator for the CGHC and the VJCCCA Combined Plan.
