REC Connect and Teens On Point (T.O.P)

James City County Parks & Recreation’s REC Connect program offers full day summer camp programs. The camp sites at Clara Byrd Baker, J. Blaine Blayton and Stonehouse are full for the summer. Limited spaces are still available at Laurel Lane Elementary School and Berkeley Middle School (T.O.P). For program details, visit us below:

What is REC Connect and T.O.P? 

REC Connect and T.O.P are year-round youth and teen programs that offers safe and enjoyable summer camps, before and after-school and school break experiences. Programs feature educational opportunities, community partnerships, exciting field trips and a variety of fun recreational activities. In addition, all summer camps and before and after-school programs are state-licensed.

Registration Process & Requirements

REC Connect - NEW Operational Plan

Monday, April 19 through Thursday June 17

Before & After School:

Monday-Thursday: 7 a.m. - until school start time (before school) and
school dismissal - 6 p.m. (after school)
Sites: Clara Byrd Baker, J. Blaine Blayton,
Matoaka, Matthew Whaley, Norge and Stonehouse
Combined Sites: D.J. Montague combines with Matoaka at Matoaka (transportation provided)
Laurel Lane combines with Clara Byrd Baker at Clara Byrd Baker (transportation provided)

Full Day Consolidated:

Program Closed June 18

Fridays: 7 a.m. - 6 p.m.(bring a lunch)
Sites: Laurel Lane & Matthew Whaley combine with James River at James River
Clara Byrd Baker & D.J. Montague combine with Matoaka at Matoaka
J. Blaine Blayton & Stonehouse combine with Norge at Norge

Weekly Fee Options:

April 19-June 17

  • Before school: $40/participant *
  • After school: $50/participant *
  • Before & After school: $65/participant *
    *Full day Fridays at consolidated sites are included in all fee options through June 17 as a courtesy to families.

Summer Camps 2021 and Before & After School Programs 2021-22
Registrations for Summer Camp 2021 and Before & After School programs 2021-22 begin March 1, 2021. All applicants must submit a completed registration form each year along with an annual non-refundable registration fee for each child registering. Registrations are taken on a first come, first-served basis according to space availability. Please allow up to 7 business days from received date for processing. Once your registration has been processed, you will be notified of enrollment status.

Activity Fees

Before & After School + Consolidated Friday Program Fees

(April 19 - end of the school year) 

  • REC Connect - Elementary School*
    • Before school: $40/week
    • After school: $50/week
    • Before and after school: $65/week
    • Full-day Fridays at consolidated sites will be included in all fee options.

Summer Camp Program Fees

  • REC Connect and T.O.P*
    • Part-time (3 days or less): $90/week, includes field trip fees
    • Full-time (4 or 5 days): $110/week, includes field trip fees.

Discount Program

Refund/Credit Policy

A credit, not a refund, will be issued if there is a change of payment status or no services were rendered due to injury, illness, family emergency, inclement weather. A 10% processing fee will be charged. A credit form must be filled out within 7 days of missed program. Read more about our refund/credit policies
