Custom Incentives

James City County is a pro-business community with a strong commitment to business success. The County offers a number of incentive programs on a case-by-case basis that are tailored to the specific needs of a particular business. For qualified projects, potential programs and/or considerations may include, but are not limited to, fee reductions, taxed-based incentives, an expedited review process and assistance with employee recruitment and training. Additionally, the County will work closely with the State of Virginia on a number of state and local incentive opportunities. James City County businesses also have the opportunity to partner with local educational institutions such as the College of William & Mary and Thomas Nelson Community College.

Economic Development Authority (EDA) Grants

Five-year declining grants equal the improvement value of the tax assessment for qualified capital investments made within the Zone.

Improvement Fee Waivers

Local permit fees waived for site plans, subdivisions, erosion, and sediment control, land disturbing, building, electrical, plumbing and HVAC.

Expedited Review/Fast Track Permitting

Expedited review projects guarantee a maximum turn-around time for County agency review comments of 14 calendar days per plan submittal.

Sewer Transmission Fee Reduction

The James City Service Authority (JCSA) will reduce sewer transmission fees for businesses by 50% for first 5 years of operation.

Use of Process Water

Businesses will be allowed to use industrial process water from permitted wells within the zone.

EDA Fee Waiver

The EDA will waive administrative application fees for bond financing (except for legal fees).
